La Comisi\u00f3n Nacional de los Derechos Humanos (CNDH), acredit\u00f3 la violaci\u00f3n a los derechos humanos en su modalidad de procuraci\u00f3n de justicia, as\u00ed como a la verdad por parte de la Fiscal\u00eda del Estado de M\u00e9xico (FGEDOMEX) del gobierno del Estado de M\u00e9xico, en agravio del Zeferino Dom\u00ednguez Villanueva, jugador de los Bucaneros de Sat\u00e9lite de la Liga de Futbol Americano del Estado de M\u00e9xico secuestrado y asesinado por una herida de bala en la espalda el pasado 27 de junio de 2017; e identificado cuatro meses 12 d\u00edas despu\u00e9s tras haber sido inhumado en la fosa com\u00fan.<\/span><\/div>\n<p><a name='more'><\/a><o:p><\/o:p><\/p>\n<div style=\"text-align: justify;\"><span style=\"font-family: Arial, sans-serif; font-size: 12pt;\">La Comisi\u00f3n Nacional confirm\u00f3 que, luego de ser privado de la libertad y posteriormente de la vida, el joven permaneci\u00f3 como persona desconocida debido a que no fue registrado en la base de datos \u201cPlataforma de Gesti\u00f3n de Cad\u00e1veres y Restos Humanos no Identificados\u201d, responsabilidad de dos personas servidoras p\u00fablicas del SEMEFO de la Fiscal\u00eda, lo que tuvo como consecuencia que permaneciera en las instalaciones del SEMEFO durante 23 d\u00edas y, al no ser reclamado, fuera enviado a la fosa com\u00fan.<\/span><\/div>\n<div style=\"text-align: justify;\"><span style=\"font-family: &quot;Arial&quot;,sans-serif; font-size: 12.0pt; line-height: 107%;\"><br \/><\/span><\/div>\n<div style=\"text-align: justify;\"><span style=\"font-family: &quot;Arial&quot;,sans-serif; font-size: 12.0pt; line-height: 107%;\">El \u00d3rgano Aut\u00f3nomo constat\u00f3 que la autoridad omiti\u00f3 conducir la investigaci\u00f3n de manera diligente para identificar a la v\u00edctima y notificar a sus familiares que hab\u00eda sido encontrada sin vida, lo que tuvo como consecuencia que su madre y padre no tuvieran noticias del paradero de su descendiente durante 4 meses, por la falta de coordinaci\u00f3n entre la entonces Procuradur\u00eda General de la Rep\u00fablica (PGR) y la Coordinaci\u00f3n General de Servicios Periciales del Edom\u00e9x.<o:p><\/o:p><\/span><\/div>\n<div style=\"text-align: justify;\"><span style=\"font-family: &quot;Arial&quot;,sans-serif; font-size: 12.0pt; line-height: 107%;\"><br \/><\/span><\/div>\n<div style=\"text-align: justify;\"><span style=\"font-family: &quot;Arial&quot;,sans-serif; font-size: 12.0pt; line-height: 107%;\">La CNDH encontr\u00f3 elementos suficientes para acreditar la falta de diligencia en la integraci\u00f3n de la carpeta de Investigaci\u00f3n 2, atribuible a dos personas servidoras p\u00fablicas de la Fiscal\u00eda Estatal, lo que evit\u00f3 el acceso a la procuraci\u00f3n de justicia, por lo cual recomienda al Fiscal General de la entidad se repare de manera integral el da\u00f1o a la madre y padre del joven victimado en t\u00e9rminos de la Ley General de V\u00edctimas y Ley de V\u00edctimas del Estado de M\u00e9xico.<o:p><\/o:p><\/span><\/div>\n<div style=\"text-align: justify;\"><span style=\"font-family: &quot;Arial&quot;,sans-serif; font-size: 12.0pt; line-height: 107%;\"><br \/><\/span><\/div>\n<div style=\"text-align: justify;\"><span style=\"font-family: &quot;Arial&quot;,sans-serif; font-size: 12.0pt; line-height: 107%;\">Asimismo, en la Recomendaci\u00f3n 44\/2019, al Fiscal General de Justicia del Estado de M\u00e9xico, Alejandro Jaime G\u00f3mez S\u00e1nchez, se les instruye a que inscriba en el Registro Estatal de V\u00edctimas, para que tengan acceso, en lo conducente, al Fondo Estatal de Ayuda, Asistencia y Reparaci\u00f3n Integral, y se les brinde a madre y padre la atenci\u00f3n psicol\u00f3gica y\/o tanatol\u00f3gica que requieran.<o:p><\/o:p><\/span><\/div>\n<div style=\"text-align: justify;\"><span style=\"font-family: &quot;Arial&quot;,sans-serif; font-size: 12.0pt; line-height: 107%;\"><br \/><\/span><\/div>\n<div style=\"text-align: justify;\"><span style=\"font-family: &quot;Arial&quot;,sans-serif; font-size: 12.0pt; line-height: 107%;\">Tambi\u00e9n, colaborar con la CNDH en la queja que presente contra dos personas del servicio p\u00fablico responsables ante la Visitadur\u00eda General, y contra otros dos ante el \u00d3rgano Interno de Control de la Fiscal\u00eda General de Justicia del Estado de M\u00e9xico, por las irregularidades cometidas en este caso, y anexar en sus expedientes laborales copia de esta Recomendaci\u00f3n, as\u00ed como capacitar al personal ministerial, de la Polic\u00eda de Investigaci\u00f3n y de Servicios Periciales adscritos en Naucalpan en materia de derechos humanos y los instrumentos normativos, material que deber\u00e1 estar disponible en forma electr\u00f3nica y en l\u00ednea.<o:p><\/o:p><\/span><\/div>\n<div style=\"text-align: justify;\"><span style=\"font-family: &quot;Arial&quot;,sans-serif; font-size: 12.0pt; deber\u00e1 expedir el Reglamento de la Ley de la Fiscal\u00eda General de Justicia de la entidad, que debi\u00f3 expedirse en junio de 2017, a fin de regular las funciones del personal del SEMEFO; generar un mecanismo de verificaci\u00f3n comparativo entre los cad\u00e1veres registrados a trav\u00e9s de c\u00e9dula de identificaci\u00f3n EM-2 que permanezcan en los servicios m\u00e9dicos forenses sin ser reconocidos o reclamados por sus familiares y los registros incorporados en la \u201cPlataforma de Gesti\u00f3n de Cad\u00e1veres y Restos Humanos no Identificados\u201d, as\u00ed como designar a una persona servidora p\u00fablica de alto nivel que sea enlace con la CNDH para dar seguimiento al cumplimiento de esta Recomendaci\u00f3n.<o:p><\/o:p><\/span><\/div>\n<div style=\"text-align: justify;\"><span style=\"font-family: &quot;Arial&quot;,sans-serif; font-size: 12.0pt; line-height: 107%;\"><br \/><\/span><\/div>\n<div style=\"text-align: justify;\"><span 2017, un d\u00eda despu\u00e9s de que la familia dela v\u00edctima publicar\u00e1 en redes sociales la b\u00fasqueda del muchacho, que la Fiscal\u00eda mexiquense se comunic\u00f3 con la PGR para decirle que ten\u00edan un cad\u00e1ver con caracter\u00edsticas similares a las de la persona que buscaban. <o:p><\/o:p><\/span><\/div>\n<div style=\"text-align: justify;\"><span style=\"font-family:
