No distingue condici\u00f3n econ\u00f3mica ni situaci\u00f3n particular; se otorga por el hecho de ser persona (de 57 a 59 a\u00f1os). En la Ciudad de M\u00e9xico damos un paso hist\u00f3rico al reconocer el derecho al ingreso ciudadano, y hoy ustedes son parte de esta transformaci\u00f3n\u201d, afirm\u00f3.<\/p>\n\n\n\n<figure class=\"wp-block-image alignright size-medium\"><img fetchpriority=\"high\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/agencia.252.com.mx\/wp-content\/uploads\/2026\/04\/WhatsApp-Image-2026-04-16-at-1.19.40-PM-300x200.jpeg\" alt=\"\" class=\"wp-image-18374\" srcset=\"https:\/\/agencia.252.com.mx\/wp-content\/uploads\/2026\/04\/WhatsApp-Image-2026-04-16-at-1.19.40-PM-300x200.jpeg 300w, https:\/\/agencia.252.com.mx\/wp-content\/uploads\/2026\/04\/WhatsApp-Image-2026-04-16-at-1.19.40-PM-1024x683.jpeg 1024w, https:\/\/agencia.252.com.mx\/wp-content\/uploads\/2026\/04\/WhatsApp-Image-2026-04-16-at-1.19.40-PM-768x512.jpeg 768w, https:\/\/agencia.252.com.mx\/wp-content\/uploads\/2026\/04\/WhatsApp-Image-2026-04-16-at-1.19.40-PM-1536x1024.jpeg 1536w, https:\/\/agencia.252.com.mx\/wp-content\/uploads\/2026\/04\/WhatsApp-Image-2026-04-16-at-1.19.40-PM-2048x1366.jpeg 2048w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/figure>\n\n\n\n<p>Durante el evento, realizado en la Utop\u00eda Mixihuca, la mandataria capitalina destac\u00f3 que este programa marca un precedente al reconocer el acceso al ingreso como un derecho universal, sin distinciones socioecon\u00f3micas, y con un \u00fanico requisito: la edad.<\/p>\n\n\n\n<p>\u201cEn esta ciudad hemos construido una red de protecci\u00f3n social \u00fanica en el pa\u00eds: comenzamos a apoyar desde los 57 a\u00f1os, continuamos con los programas para personas de 60 a 64 a\u00f1os y, posteriormente, con la pensi\u00f3n universal a partir de los 65. Es un modelo que acompa\u00f1a a las personas hasta el \u00faltimo momento de su vida\u201d, se\u00f1al\u00f3.<\/p>\n\n\n\n<p>Para 2026, el Gobierno de la Ciudad de M\u00e9xico proyecta incorporar a 155 mil personas a este programa, como parte de una estrategia m\u00e1s amplia que beneficiar\u00e1 a m\u00e1s de 2.5 millones de habitantes mediante distintos apoyos sociales.&nbsp;<\/p>\n\n\n\n<p>\u201cEl presupuesto es sagrado. Proviene del esfuerzo del pueblo y debe regresar al pueblo en forma de derechos, obras y programas sociales. Esa es la diferencia de un gobierno que sirve y otro que se sirve\u201d, enfatiz\u00f3.<\/p>\n\n\n\n<p>En t\u00e9rminos operativos, inform\u00f3 que el INCU otorgar\u00e1 un apoyo inicial de 2 mil pesos bimestrales, que aumentar\u00e1 conforme las personas transiten hacia otros programas sociales.<\/p>\n\n\n\n<p>\u201cEste apoyo es directo, sin intermediarios y sin condicionamientos. Es un reconocimiento al trabajo de toda una vida y una forma de devolver al pueblo lo que le pertenece: sus propios recursos convertidos en derechos\u201d, sostuvo.<\/p>\n\n\n\n<p>La jefa de Gobierno reconoci\u00f3 los antecedentes de esta pol\u00edtica social iniciados durante la administraci\u00f3n de Andr\u00e9s Manuel L\u00f3pez Obrador, cuando surgi\u00f3 la pensi\u00f3n para adultos mayores en la capital, y su posterior consolidaci\u00f3n a nivel nacional. Asimismo, destac\u00f3 la continuidad de esta visi\u00f3n social durante la administraci\u00f3n federal de Claudia Sheinbaum, particularmente con la expansi\u00f3n de programas universales dirigidos a la ni\u00f1ez y otros sectores.<\/p>\n\n\n\n<p>El secretario de Bienestar e Igualdad Social (SEBIEN), Pablo Yanes Rizo, se\u00f1al\u00f3 que la Constituci\u00f3n de la Ciudad de M\u00e9xico marc\u00f3 un avance en el reconocimiento del derecho al m\u00ednimo vital.
