respeto y la grant\u00eda de los derechos a la libertad de expresi\u00f3n, reuni\u00f3n y asociaci\u00f3n a trav\u00e9s de la protesta social\u00a0<\/em><\/li>\n<\/ul>\n\n\n\n<p>Staff<\/p>\n\n\n\n<p class=\"has-text-align-right\">Toluca, Estado de M\u00e9xico, a 7 de octubre de 2025<\/p>\n\n\n\n<p>La Comisi\u00f3n de Derechos Humanos del Estado de M\u00e9xico (CODHEM), inici\u00f3 dos expedientes de queja CODHEM\/TOL\/441\/2025 y CODHEM\/ACE\/MPDH\/8\/2025, para investigar los actos de violencia ocurridos el 2 de octubre de 2025, en los que participaron elementos policiales del Ayuntamiento de Toluca, por las queresultaron afectadas personas estudiantes, de la sociedad civil, comercios, instituciones bancarias y personas pertenecientes al gremio period\u00edstico.<\/p>\n\n\n\n<p>En un comunicado, V\u00edctor Leopodo Delgado P\u00e9rez, presidente de la CODHEM, reconoci\u00f3 el trabajo del gremio period\u00edstico al fungir como promotor del derecho colectivo de la sociedad a estar informada y participar de manera consciente en la vida democr\u00e1tica del Estado de M\u00e9xico.<\/p>\n\n\n\n<p>En consecuencia, inform\u00f3 que hizo contacto directo con las personas periodistas, a fin de brindar acompa\u00f1amiento a trav\u00e9s de la Visitadur\u00eda Adjunta de Atenci\u00f3n a Personas Migrantes, Periodistas y Defensoras de Derechos Humanos de este Organismo.<\/p>\n\n\n\n<p>Con esta investigaci\u00f3n, estableci\u00f3 el \u00f3rgano aut\u00f3nomo, se allegar\u00e1 de manera exhaustiva y diligente de todos los elementos en el \u00e1mbito de sus atribuciones \u201cpara determinar sobre probables vulneraciones a derechos humanos\u201d; de antemano, rechazo desde cualquier frente el origen de los disturbios y agresiones.<\/p>\n\n\n\n<p>El \u00f3rgano defensor de derechos humanos, expres\u00f3, se debe privilegiar el contexto pac\u00edfico en cualquier manifestaci\u00f3n o protesta social, la cual debe ser respetada y protegida por el Estado con base en sus obligaciones constitucionales.<\/p>\n\n\n\n<p>Dej\u00f3 en claro que la protesta social esun derecho colectivo e individual al que todas las personas tienen acceso y, por ende, debe ser ejercido con responsabilidad y de manera pac\u00edfica; en caso contrario, existen restricciones leg\u00edtimas que la autoridad puede aplicar de manera proporcional para garantizar la seguridad p\u00fablica.&nbsp;<\/p>\n\n\n\n<p>Asimismo, se pronunci\u00f3 en contra de la criminalizaci\u00f3n de la protesta por parte de las autoridades, lo que considero \u201ccomo una pr\u00e1ctica inaceptable al restringir los derechos fundamentales\u201d; por ello, precis\u00f3 que es indispensable privilegiar en todo momento el di\u00e1logo constructivo y la cultura de paz.&nbsp;<\/p>\n\n\n\n<p>Se hace un llamado a las autoridades involucradas a garantizar la investigaci\u00f3n correspondiente de los hechos, su esclarecimiento, deslindar responsabilidades de los
